In 1918, designer Hugo Junkers developed the single-seater fighter aircraft Junkers D.I and the two-seater low-wing monoplane of all-metal construction made of duralumin sheet with the factory designation J.10 from the Junkers J 8, which was unsuitable for production.

At this time, his Junkers J.I, as an all-metal aircraft, had already proven itself during the great German Spring Offensive in 1918. Its bullet resistance and the resulting relative safety for the crew made the machine particularly suitable for low-level missions in close air support for the infantry. In addition, unlike the other canvas-covered or wood-paneled aircraft, it could be parked outdoors without further protection, which saved effort and time during deployments and simplified maintenance.

The prototype, equipped with a 160 hp Mercedes D.III engine, made its maiden flight on May 4, 1918, and was given the military designation Junkers CL.I as a battle and protection aircraft.

Production of the aircraft began in the summer of 1918. In the series machines, the supercharged and thus more powerful Mercedes D.IIIaü was used, and the wingspan was slightly shortened. Equipped as battle aircraft, the planes received small containers on the side of the observer's stand for dropping hand grenades or small bombs, called "Fliegermäuse". A total of 43 units of this type were built, but only 6 of them were completed by the end of the war.

There were two variants. The first had a Mercedes D IIIaü with 160 hp, the second variant, the seaplane Junkers CLS.I (factory designation J.11, navy designation C3MG) for the Imperial Navy, was powered by a 185 hp BMW IIIa, which achieved better altitude performance.
